About Cleveland County Emergency Medical Services

Cleveland County Emergency Medical Services (EMS) provides paramedic-level emergency medical and patient transport services throughout Cleveland County. Our mission is to provide rapid, high-quality emergency medical care to those in need, anytime and anywhere across our 469 square miles of primarily rural communities.

Cleveland County EMS responds to approximately 25,000 calls for service each year. With a combination of 12-hour and 24-hour units operating 24 hours a day, 365 days a year, our system maintains an average response time of less than eight minutes for emergency incidents.

Our personnel work closely with local hospitals, fire departments, law enforcement agencies, and other public safety partners to provide coordinated patient care from the scene through arrival at the hospital. Cleveland County EMS also provides dedicated medical coverage for athletic events, festivals, community events, and other large gatherings throughout the county.

Billing & PaymentsEMS bills may be paid online securely through PayGround.  Online payments are available at any time.

Pay Your EMS Bill Online

Payment plans are available for up to 36 months, with a minimum payment of $25 per month.

Payments may also be made in person at EMS Billing, located on the second floor of the Cleveland County Administration Building, 311 E. Marion Street, Shelby, NC.
